pf.conf syntax error

I copied this pf.conf from a website

rdr-anchor "forwarding"
load anchor "forwarding" from "/Users/jeff/Documents/pf.rules"

and this pf.rules

rdr-anchor "forwarding"
load anchor "forwarding" from "/Users/jeff/Documents/pf.rules"

But when trying to verify

Jeffs-MBP:Documents jeff$ sudo pfctl -vnf /Users/jeff/Documents/pf.conf
pfctl: Use of -f option, could result in flushing of rules
present in the main ruleset added by the system at startup.
See /etc/pf.conf for further details.

/Users/jeff/Documents/pf.conf:2: syntax error
Jeffs-MBP:Documents jeff$ 

What’s wrong with my syntax?
